Games like AC Odyssey and Hitman have a ton of People running around.this are many many physic and collision calculations your CPU has to do.you need to imagine a PC like a Car. I saw some people with the exact same specs as me and they weren't bottlenecking. I have tried everything I can think of: v-sync, changing max pre-rendered frames, prefer max performance and nothing seems to help. There are some games like Apex Legends which pin both my GPU and CPU usage at 100%. This is mostly evident in Assassin's Creed: Odyssey, Hitman 2, Far Cry 5.
